With regard to the new Lunatic Asylum for which $... was voted in 1880 but only $2000 is likely to be spent in that year, I should point out that if the work will remain in progress after the expiration of the year 1880, the unexpended $3000 should have been reprovided in the appropriation ordinance and that the omission to do so is a disregard of the S. of S. despatch of 16 May 1878 (1777).
